The Southeast region includes HCMC, Dong Nai, Binh Duong, Ba Ria-Vung Tau, Binh Phuoc and Tai Ninh, which contribute up to 32% of the national GDP. But this region had only 50 kilometers of expressways built in a period of 10 years.

Overcrowding of many national highways and delays in the construction of expressways and bypasses meant that the regional transport infrastructure could not meet the increasing transport demands.
According to the prime minister, the southeastern region has a lot of potential, but it also has shortcomings such as the restrictive mechanism for the region, lack of synchronization in infrastructure connection, reliance of resource mobilization on the Government, scientific-technological and human resources. ‘ mismatch with political and social development.
In addition, unsustainable socio-economic development, income inequality, climate change, flooding and environmental pollution are also major challenges for the Southeast region. The competent authorities are therefore required to find revolutionary solutions for their localities.
In order to encourage the infrastructure development of the Southeast region, the Prime Minister assigned the ministries of finance and transport to host the strategic fund for the development of transport infrastructure, as proposed by the HCMC People’s Committee. Meanwhile, the Ministry of Planning and Investments has been tasked with building a financial center for the mobilization of funds.
