Ba Ria – Vung Tau (VNA) – On November 26, Prime Minister Pham Minh Chinh emphasized the need for a new way of thinking, new discoveries and new values to promote the development of the Southeast region.
He submitted a request while presiding over a conference in Ba Ri – Vung Tau Province to initiate the Government’s action plan for the implementation of Politburo Resolution no. ensuring security in the southeastern region until 2030, with a vision until 2045.
The southeast region includes Ho Chi Minh and the provinces of Dong Nai, Binh Duong, Ba Ria – Vung TauBinh Phuoc and Tai Ninh.
In its resolution adopting the action plan, the Government set 19 targets, including some for 2030, such as an average GRDP growth rate of 8 – 8.5% during 2021 – 2030; GDP per capita of VND 380 million (USD 14,500); service sector with 41.7% of GDP, industry and construction 45.3%, and agriculture – forestry – fishing 2.3%; and an urbanization rate of 70 – 75%. Seven key tasks and solutions were also identified.
Prime Minister Chin hailed the achievements of the southeastern localities, which contributed the most to Vietnam’s GDP, recorded the highest GDP per capita and the lowest poverty rate, collected the largest amount of money in the national budget, set up the largest number of enterprises, attracted the most foreign direct investment, and recorded the highest average lifespan.
Pointing to certain problems and shortcomings, he said that despite great potential, mechanisms and policies in the Southeast region remain limited, strategic infrastructure connectivity is still ineffective, and public-private partnerships and social resources have yet to be mobilized. It also faces subjective and objective challenges, including traffic congestion, the impacts of climate change, environmental pollution and the wealth gap.

The region should adopt the motto “new way of thinking – new breakthroughs – new values” in order to develop, he continued, elaborating that “new way of thinking” means that localities should introduce their self-reliance, develop an independent and self-reliant economy. that integrate extensively and fundamentally with the world and take a people-based approach to issues that affect all people.
“New developments” means that they need to devise mechanisms and policies to break through. In addition, the “new values” mean that they should achieve faster growth, contribute more to the state budget, further increase per capita income, build the best infrastructure facilities that connect localities in the region and connect them to others across the country and around the world.
The Southeastern region should assume a leading role in the country in terms of green, inclusive and comprehensive development, said the Prime Minister.
At the conference, ministries, sectors and localities presented their action programs and plans for the implementation of Resolution no. 24-NK/TV. Certain international organizations and business associations also talked about investment cooperation to strengthen infrastructure connectivity, attracting public attention to development cooperation, as well as the potential and possibilities of green economic cooperation.
Prime Minister Chin also attended the announcement of the agreement on cooperation and exchange of investment certificates and memorandum of understanding for 20 projects worth over USD 10 billion and VND 5 trillion between the Ministry of Planning and Investment, Southeast locality administrations, partners and investors./ .
