During November, there were six new detentions of foreign-flagged vessels in UK ports.

  1. In response to one of the recommendations of Lord Donaldson’s inquiry into preventing pollution from merchant shipping, the Maritime and Coastguard Agency (MCA) publishes monthly details of foreign-flagged vessels detained in UK ports under the Paris MOU regime.

  2. The UK is part of a regional agreement on port state control known as the Paris Memorandum of Understanding on Port State Control (Paris MOU) and information on all ships that are inspected is held centrally in an electronic database known as THETIS. This allows vessels with high risk ratings and poor detention records to be targeted for future inspections.

  3. Inspections of foreign-flagged vessels in UK ports are carried out by surveyors from the Maritime and Coastguard Agency. Deficiencies may arise when a ship does not comply with the requirements of the applicable convention. Depending on the findings of the inspection, the vessel may be liable for detention in these cases.

The accompanying detention list shows the ship’s International Maritime Organization (IMO) number which does not change throughout the life of the ship and uniquely identifies it. It also displays the ship’s name and flag state at the time of its inspection.

The company indicated in the ship’s Safety Management Certificate (SMC) or if there is no SMC, the party otherwise deemed to be responsible for the management of the ship at the time of inspection.

The list indicates only the classification society responsible for the classification of the ship.

Responsible for conducting statutory surveys and issuing statutory certificates on behalf of the flag state.

Listed defects are marked as grounds for detention. Further details of other defects can be provided on request.
