Focus on our activities in Syria
Our mission in Syria has been open since 2008. PUI is developing its integrated approach with infrastructure, WASH, education and livelihood actions. Furthermore, PUI works on the rehabilitation of collective and private shelters and infrastructure, on emergency VASH interventions and early recovery, on educational support for the conflict-affected population, and on increasing the self-reliance of the Syrian population through livelihoods. Today, the mission implements 6 projects.
What about the Deputy Chief of Mission for Programs?
As the Deputy Head of Mission for Programs (DHoMP) you will be responsible for the implementation of programs at various bases, ensuring the management and development of a relevant, appropriate and technically sound program strategy.
To this end, you will be responsible for:
Programs: You will be responsible for program implementation, ensuring that programs progress in accordance with the PUI Charter and in accordance with internal technical guidelines and contractual procedures. You will be responsible for monitoring program performance at the mission level. You will be in charge of challenging Quality Fundamentals, improvement needs.
Development/Strategy: You will conduct needs and gap analysis and propose new operations in line with identified needs in direct coordination with field and technical coordinators. You will lead donor mapping to develop a fundraising strategy.
Human Resources: You will directly manage the Technical Coordination team and ensure that Field Coordinators and Deputy Field Coordinators are properly supported.
Representation: By delegation of the Head of Mission, you will ensure and coordinate the representation of PUI at the national level among partners, donors and authorities. You will participate in technical forums (Working Groups).
Coordination: You will ensure effective interaction between the technical coordination team and the bases. You will also ensure that the technical coordination department communicates properly with the support coordinators.
Logistics, administrative and financial monitoring: You will be involved in direct cooperation with the technical coordinators in the global monitoring of the links between the technical coordination department and the logistics, human resources and administrative departments. You guarantee that all activities are carried out in compliance with all internal and external logistical and administrative frameworks.

– Budget exchange and inflation in relation to the price of the program. – Transfer of national staff – Education and FSA strategies should be developed
What you will need to succeed
- Training course: You have a master’s degree in a field related to project management, international development and/or social sciences. Training in Public Health / Protection / Livelihoods and/or Shelter would be appreciated.
- Experience: Backed by a minimum of 4 years of multi-sector humanitarian project management (including at least 2 years in a coordination position) and strong experience in project management, you also have experience in needs assessment and proposal development, in external representation and in team management. Already worked with Premiere Urgence Internationale? That would be a definite advantage!
- skills: You master project management and team management, demonstrate strong knowledge of donor requirements and expectations, especially ECHO, BHA, VFP, UNHCR, CDCS, AFD and BPRM, also have excellent writing skills (especially for proposals and reporting).
- qualities: You have strong leadership and decision-making skills, a sense of analysis (resolution, pragmatism) and synthesis. You are a good negotiator and communicator, both in writing and orally. You demonstrate organizational skills, rigor, flexibility, ability to remain calm and composed.
- Languages: English has no secrets for you! Even better, it’s a must for this position. If you speak Arabic and/or French, that would be a definite plus.

- Monthly gross income: 2,970.00 – 3,500.00 EUR depending on your experience in international solidarity + 50 € per semester of internship with PUI

- Daily living expenses (“Daily”)
- Termination Policy : 5 working days for 2, 4, 8 and 10 months + a break
- Paid Leave Policy: 5 weeks of paid leave per year + return ticket every 6 months
